UNICEF, the world’s leading organization working for the rights of children, seeks a Contracts Specialist, for our Supply Division, based in Copenhagen, Denmark. The successful applicant will be responsible for planning and development of procurement strategies related to collaborative purchasing (lead agency theme), and for outsourcing to other UN organisations or to commercial entities. In addition, the future incumbent will participate in Cross Centre, Interagency and UN Reform activities such as UNGM, Benchmarking, Sustainable Procurement, and UN Procurement Certification Scheme, and also including Training and Capacity Building, with the aim of streamlining and harmonising procurement, as well as to ensuring common procurement quality and high ethical standards.

The duties include:
1. Ensuring all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual, and all other applicable procurement procedures.
2. Conducting contracts management to ensure supplier compliance to LTA’s and purchase order terms and conditions.
3. Issuing international tender invitations to acceptable suppliers, evaluating quotations, clarifying offers, and negotiating with suppliers as appropriate.
4. Making recommendations for finalization of purchases, adjudicating offers in consultation with Technical and Quality Assurance Centres. Preparing and defending submissions to the Contract Review Committee (CRC).
5. Establishing Long Term Agreements and Direct Order Contracts.
6. Reviewing and providing recommendations for Local and Regional Procurement by Field Offices.
7. Reviewing material specifications and requirements and consulting with other UN agencies to ensure completeness and appropriateness.
8. In partnership with other Centres, evaluating suppliers with respect to delivery performance, product acceptability and commercial acceptability.
9. Performing as a liaison in communication with other Centres and UN Agencies regarding implementation of procurement cycle.
10. Reviewing, preparing and developing procurement policies and procedures.
11. Developing and executing procurement training, certification and capacity building activities.
12. Participating in inter-agency and UN procurement reform activities.
13. Establishing work-plans and priorities, monitoring achievements and evaluating performance of support staff.

Minimum Qualifications and Competencies:
- Advanced University degree in business administration, commerce or law or technical field required.
- Minimum five year of progressively responsible professional experience including at least three at the international level. Experience in commercial activities with the public or private sector in developing and industrialized countries.
- Knowledge of worldwide procurement, contract negotiations and administration.
- Good analytical and negotiating skills.
- Ability to clearly and concisely express ideas and concepts in written and oral form.
- Ability to manage and monitor the effective use of financial and material resources.
- Ability to establish harmonious work-relationships with colleagues in an international and multicultural environment.
- Ability to supervise and direct a team of support staff.
- Computer skills, including internet navigation, and various office applications.
- Fluency in English and another UN language is required.

The contract duration is for one year and contract renewals will be subject to satisfactory performance and funding.
