MPP9 Programme in Niger Delta

Job Description

The project will institute reforms, resulting in Local Government and State Authorities increasingly providing infrastructural services, income generating options, sustainable livelihoods development, gender equity and community empowerment, through offering models of transparency and participation.

Key experts we are looking for:

KE1. PROJECT MANAGER (16 person months)

Qualifications:
Masters degree in Social Sciences, Rural Governance, Development Studies or related field.
General professional experience:
Minimum 15 years experience in management of rural infrastructural development in a minimum of four different developing countries
Specific experience:
- Min. 10 years in senior management position or TL
- Min. 5 years field experience in planning, implementation, M&E of micro projects and/or rural dev. Projects
- Have handled Gender sensitive projects
- Familiarity with EDF regulations and procedures
- Having worked in Sub-Saharan Africa is an advantage

KE2. PMU-TEAM LEADER AND LOCAL GOVERNANCE EXPERT (40 person months)

Qualifications:
Masters degree in Social Sciences, Public Administration, Rural Governance, Development Studies or related field
General professional experience:
15 years experience in management of rural development projects
Specific experience:
- Min. 5 years in Senior management position or TL
- Min. 5 years experience in Governance Projects at local government
- Field experience in planning, implementation, M&E of Micro-projects
- Have handled Gender sensitive projects
- Familiarity with EDF regulations and procedures is an advantage
- International experience is an advantage
- Having worked in conflict areas is an advantage

KE3. PMU-FINANCE & CONTRACT ADVISER (40 person months)

Qualifications:
Bachelor’s Degree in Accounting, Finance and Human Resource Management and related field
General professional experience:
15 years experience in the financial and administrative management
Specific experience:
- 10 years as Finance, administrative and/or contract expert of development co-operation projects
- Experience with management of EC projects and with experience with using EDF rules will be an advantage
- MBA or professional qualification will be an added advantage

KE4- PMU-RURAL INFRASTRUCTURE ENGINEER (40 person months)

Qualifications:
Bachelor’s Degree in Civil Engineering, Architecture or related fields. Fluent in English
General professional experience:
10 years experience in construction and rehabilitation projects such as school building, health centers, road construction
Specific experience:
- 5 years experience in small-scale rural construction projects such as school building, health centers, road and path construction and the rehabilitation of such infrastructures
- Field experience in supervision and monitoring and construction of infrastructural projects
- Have experience in handling environmental issues related to rural infrastructure
- Have worked in Niger Delta area is an advantage
- Familiarity with EDF regulations and procedures is an advantage

KE5. LMU-TEAM LEADER AND LOCAL GOVERNANCE EXPERT (40 person months)

Qualifications:
BsC degree in Social sciences, Rural Governance, Development Studies or related field. A higher Masters degree will be advantage. Fluent in English.
General professional experience:
10 years experiences in management of rural infrastructural development. International experience is an advantage
Specific experience:
- 5 years in senior management position of TL
- Field experience in planning, implementation, M&E of Micro-projects
- Have handled Gender sensitive projects
- Familiarity with 9th EDF regulations and procedures is an advantage
- Having worked in conflict areas is an advantage

KE6. LMU FINANCE & CONTRACT EXPERT (40 person months)

Qualifications:
Bachelor’s degree in Accounting, Finance and Human Resource management and related field. Fluent in English. Master degree is an advantage.

10 years experience in project management. Experience with management of EC projects and with procurement with EDF rules will be an advantage.

- 5 years as Finance and Contract expert

- Familiarity with 9th EDF regulations and procedures
